San-Liang Lee
Bio
San-Liang Lee received the Ph.D. degree in electrical and computer engineering from the University of California, Santa Barbara (UCSB), in 1995. He joined the faculty of the Department of Electronic and Computer Engineering, National Taiwan University of Science and Technology (NTUST) in 1988 and became a Full Professor in 2002 and a Chair Professor in 2019. He was the Vice President of the university from 2011 to 2014. He served as the Dean of Academic Affairs Office, NTUST, from 2008 to 2010. He was the Chairperson of the Department of Electronic and Computer Engineering for 2005-2008. He was the Director of the program office for the National Innovative Education Program on Image Display Technology, sponsored by the Ministry of Education (MoE), Taiwan, from 2005 to 2009. He was the Director of the research program on Silicon Photonics and Integrated Circuits sponsored by the National Science and Technology Council (NSTC), Taiwan from 2018 to 2023. He was the Director of Photonic Division, Department of Engineering and Technologies, NSTC from 2021 to 2023, and the founding dean of Industry-Academia Innovation College, NTUST, from 2022 to 2024. He is currently the Director of the Heterogeneous Integrated Silicon Photonic Integration Research Center (HiSiPIC), sponsed by MoE, Chairperson of the Intenational Heterogeneously Integrated Silicon Photonics Alliance (HiSPA). He was a visiting scientist in the Research Laboratory of Electronics, Massachusetts Institute of Technology (MIT) from 2010 to 2011 and a visiting professor in the Nakano-Tanemura Lab of the Univeristy of Tokyo from 2024 to 2025. He served as the Electronic Section Editor of the SCI indexed Journal, Journal of the Chinese Institute of Engineers from 2007 to 2012. He serves as the Senior Editor of IEEE ACCESS Journal. He received the 2018 Outstanding Research Award from NSTC, and 2019 MOC Contribution Award from the Microoptics Group of Japanese Society of Applied Physics.
His research interests include semiconductor optoelectronic components, photonic integrated circuits, nanophotonics, and optical networking technologies. He has published more than 250 referred papers in international journals and conferences and holds >30 patents. He is a Senior Member of IEEE and a Fellow of Taiwan Photonics Society.

Philippe Absil
iSiPP: a manufacturing platform for the next-gen Silicon Photonics
Bio
Philippe Absil received his Ph.D. degree from the Department of Electrical Engineering, University of Maryland, College Park, MD, USA, in 2000. His doctoral work contributed to the early demonstrations of semiconductor microring resonators. In the early 2000s, he developed the passive photonics platform technology for Little Optics, Inc., Annapolis Junction, MD USA. From 2013 till 2024 he was VP R&D and the head of the 3-D and Optical I/O Technologies Department at imec and has been responsible for the silicon photonics technology platform development since 2010. Before that he spent seven years managing the advanced CMOS scaling program at imec. Now Philippe is Vice President IC-Link | imec silicon solutions.

Ming-Wei Lin
TSRI’s Role in Silicon Photonics and Co-Package Optics Platforms
Bio
Ming-Wei Lin is currently an Associate Researcher at the Heterogeneous Chip Integration Division of the Taiwan Semiconductor Research Institute (TSRI), part of the National Applied Research Laboratories (NARL). I earned my Ph.D. in Photonics from National Cheng Kung University in 2013 and joined TSRI in 2017 to advance research and development in silicon photonics and co-packaged optics (CPO).
His work focuses on the end-to-end development of high-speed silicon photonic and CPO systems, spanning device design, physical layout, foundry coordination, and high-frequency optoelectronic testing up to 110 GHz. I have led the design and validation of multiple electronic–photonic integrated circuits (EPICs) and developed test platforms for 200G/400G PAM4 optical interfaces. My research bridges photonic IC design, heterogeneous integration strategies, and package/wafer-level verification for next-generation CPO solutions.

Günther Roelkens
micro-transfer printing for heterogeneous silicon photonics
Bio
Gunther Roelkens received a degree in electrical engineering from Ghent University, Belgium, in 2002 and a PhD from the same university in 2007, at the Department of Information Technology (INTEC), where he is currently senior full professor. His research interest includes the heterogeneous integration of III-V semiconductors and other materials on top of silicon waveguide circuits and electronic/photonic co-integration.

Ming-Chang Lee
Si Photonics applied to miniaturized mmWave-over-Fiber Antenna-in-Package
Bio
Dr. Ming-Chang M. Lee received his B.S. and M.S. degrees in electrical engineering from National Chiao Tung University (NTCU) and National Taiwan University (NTU), Taiwan, in 1994 and 1996, respectively. In 2005, he received his Ph.D. degree in electrical engineering from University of California at Los Angeles (UCLA), USA.
From 1996 to 1998, he worked at Taiwan Semiconductor Manufacturing Company (TSMC) as a supervisor in the Manufacturing Dept. of Fab. V. In 2005, he joined the Institute of Photonics Technologies and the Dept. of Electrical Engineering faculty at National Tsing Hua University (NTHU), and currently he is a full professor. From 2016 to 2018, He was also appointed as a joint R&D director in Intelligent Application Micro Systems Division, EOSRL, ITRI. Dr. Lee’s research interests include photonic MEMS, silicon photonics, high-speed Group IV optoelectronics, nanophotonics, and integrated quantum photonics.
Dr. Lee is a senior member of IEEE, and Optical Society of America (OSA). He received several awards, including NTHU EECS Young Researcher Award (2010), NTHU Young Researcher Award (2010), The 12th Far Eastern Y. Z. Hsu Science and Technology Paper Award (2014), The Taiwan Photonic Society Young Optoelectronic Researcher Award (2014), The 2022 Future Tech Award, etc. He served in the program committees of several international technical conferences, including CLEO, WOCC, MOC, OECC, CLEO Pacific Rim, IEEE Optical MEMS and Nanophotonics.

Pen-Jui Peng
A 112Gb/s PAM-4 XSR Transceiver for CPO Application
Bio
Pen-Jui Peng received the B.S. degree in electrical engineering from National Taiwan University (NTU), Taipei, Taiwan, in 2008, the M.S. degree from the Graduate Institute of Communication Engineering, NTU, Taipei, Taiwan, in 2010, and the Ph.D. degree from the Graduate Institute of Electronics Engineering (GIEE), NTU, Taipei, Taiwan, in 2015.
From 2015 to 2016, he was a Post-Doctoral Research Fellow with the GIEE, NTU, Taipei, Taiwan. In 2016, he joined the faculty of the Department of Electrical Engineering at Yuan Ze University, Taoyuan, Taiwan. In 2021, he moved to National Tsing Hua University, Hsinchu, Taiwan, where he is currently an Associate Professor. His research interests include high-speed SerDes transceivers, phase-locked loops, high-speed data converters, and electrical integrated circuits for silicon photonics.
Dr. Peng has received the Chinese Institute of Electrical Engineering (CIEE) Outstanding Youth Electrical Engineer Award, and the Taiwan IC Design Society (TICD) Outstanding Young Scholar Award. He is a member of IEEE and a life member of Taiwan IC Design Society. He has received the Yong Scholar Fellowship from the Ministry of Science and Technology (MOST) in Taiwan for 5-year research funding (2018–2023). He serves as the Technical Program Committee Member of the IEEE Asian Solid-State Circuits Conference (A-SSCC) since 2021.

Nora maene
Bio
Nora is senior business development manager imec technologies in IC-Link by imec. She supports the business agreements on technology transfer, photonics wafer services, and other wafer services. She has been with imec for 11 years.
Prior to this, she has worked at Alcatel, Alcatel-Lucent and TE Connectivity both in R&D and marketing.
She has published 11 papers on technology assessment and the design of ESD I/O structures.
Nora has a master degree on electronics engineering at the KUL (Catholic University Leuven, Belgium) and a post-graduate marketing at INSEAD (France).

Maliheh Ramezani
Bio
Dr. Maliheh Ramezani is an experienced technical project manager specializing in silicon photonics. With a Ph.D. in electrical engineering, she has successfully led multiple innovation-driven projects from early prototyping through to full product release. Her expertise spans integrated photonics, optical communications, and cross-functional team leadership , bridging R&D and manufacturing to deliver scalable, high-performance solutions.

Robert Li
Bio
Dr. Robert Li currently serves as Vice President of Sales and Chairman of Synopsys Taiwan, where he leads the company’s business growth and strategic initiatives across Taiwan and Southeast Asia. Since joining Synopsys in 1999, Dr. Li has accumulated over 25 years of experience in operations and management within the semiconductor design software industry.
In addition to his tenure at Synopsys, Dr. Li founded E-Trade Info, a network services company, and previously held a research position at Taiwan’s Industrial Technology Research Institute (ITRI).
Dr. Li earned his Ph.D. in Electrical Engineering from the University of Southern California, an EMBA from National Taiwan University, and a bachelor’s degree in Communication Engineering from National Chiao Tung University. He was recognized as an Outstanding Alumnus by National Chiao Tung University in 2019 and received the prestigious 40th National Manager Excellence Award in 2022.
